What is VoIP?

Through the internet, an ATA or SoftPhone piece of equipment transforms the analogical signal of the VOICE and compacts it, turning it into data, thus transmitting it to the VOIP operator which will forward it to a router that translate the sign and  the and returning the audio in its original format to the public telephony network.

Is it possible to call a common telephone?
Yes. Through the VOIP operator, your signal will be converted to the analogical signal and go to the conventional phone.
